Biography
of Toby L. Gloekler, P.E.
Mr. Toby L. Gloekler holds a B.Sc. in
civil/structural engineering from the
University
of
California
at
Berkeley
,
College
of
Engineering
and is a Registered Professional Engineer and Disaster Services
Worker in the State of
California
. He is a retired
police officer of fifteen years during which time he concentrated
on automobile accident and crime scene
investigation/reconstruction and testified as an expert in
criminal and civil courts. He
has investigated over 3000 traffic accidents as both a first
responding law enforcement officer and later as a forensic
engineer. Mr. Gloekler
is the founder of Collision
Reconstruction Engineers Inc., where he specializes in
traffic collision reconstruction for clients throughout the
United States
. He has instructed
“Low-Speed Impacts: Investigation, Reconstruction and
Determination of Injury Mechanisms,” “Speed Determination from
Collision Damage (CRUSH),” and “Computer Assisted Traffic
Accident Reconstruction” for the
University
of
California Riverside Extension
. He is a qualified
expert witness in all areas of traffic accident and collision
reconstruction and occupant injury potential, and has testified in
excess of 100 times. He
has authored several papers, including “Principles of
Reconstructing Traffic Accidents,” published in the California
Engineer, “Acceleration Factors and Maximum Speeds Under
Conditions of Idle Acceleration,”
published in the Accident Investigation Quarterly, “Validation of a Motor Vehicle
Accelerometry System,” (in
review), and “Acceleration Testing,”
published in the California Association of Accident Reconstruction
Specialists (CA2RS) newsletter Skidmarks, Issue 11, Fall 2000. Mr. Gloekler conducts
ongoing research in his field, including instrumented human
volunteer low-speed crash testing and instrumented high-speed
crash testing. Mr.
Gloekler has provided volunteer technical support to law
enforcement agencies, including the California Highway Patrol MAIT
Golden Gate Division, the Arizona Highway Patrol, the Oakland
Police Department Traffic Division, and the Walnut Creek Police
Department. Mr.
Gloekler is certified by the Accreditation Commission for Traffic
Accident Reconstructionists (ACTAR) and has instructed ACTAR
accreditation exam review courses.
He is a member of several professional organizations,
including the Society of Automotive Engineers (SAE), the American
Society of Civil Engineers (ASCE), the National Society of
Professional Engineers (NSPE), the Structural Engineers
Association of Northern California (SEAONC), California
Association of Accident Reconstruction Specialists (CA2RS),
and is a life member of the
University
of
California
at Berkeley Alumni Association.
